Battle of elitists against masses in BEE framework

The framework of the BEE codes will be unpacked to see whether only an elite few benefit or whether there is betterment for a broader base of people too.


On the one end of the spectrum, a few individuals buy 26 percent of a company in their first deal ever. At most they can earn 21 points on the scorecard, provided that they have black women owning 40 percent of the stake.
