BEE needs to be broad-based - Manuel
Truly sustainable transformation requires that empowerment be broad-based and multi-dimensional, Finance Minister Trevor Manuel said on Monday...
On one level, this meant empowerment went beyond the narrow definition of ownership deals, but embraced a broad spectrum of elements, he told a Financial Sector Campaign Coalition Conference in Johannesburg.
