Charter decoded

It is not easy to understand what consequence the abolishment of sector charters, as some have called for, would achieve since they are part and parcel of the government strategy to ensure efficient and sustainable transformation of our economy.

The strategy for broad-based black economic empowerment (BEE) was released in 1999. It laid the foundation for the Broad-Based BEE Act of 2003. However, it is important to recall that in 2002 government announced its intentions regarding BEE, which included establishing broad guidelines for the different economic sectors to establish "BEE charters".
