Clothing quotas would not patch up textile sector
If officials had succeeded in stimulating the local clothing and textile sector by imposing quotas on about 65 percent of Chinese clothing and textile imports, they would have created another set of problems.
Mike Morris, a professor of economic development at the University of Cape Town, quoted an industry source on one possible outcome.
