Colour-coded lease riches
Black economic empowerment (BEE) landlords appear to be feasting on an unofficial government property leasing practice that favours them. But the unwritten policy of the department of public works is open to abuse.
Public works is limiting to two years new leases it signs with white-owned properties but is signing 10-year leases with black owners in a ham-fisted effort to broaden black ownership.
