Cultivating fertile grounds for BEE gains in rural SA

Are the benefits of broad-based black economic empowerment (BBBEE) trickling to the rural areas? How can the economies of these areas be stimulated? Maybe before answering these questions an analysis of the situation in the rural areas can be examined.
