Cyril Ramaphosa and a cautionary tale for BEE

IT IS legend now that the World Trade Centre negotiations can be divided into two distinct epochs, BC and AC — Before Cyril and After Cyril. The BC period was called Codesa and started in acrimony and ended in disaster. Cyril Ramaphosa was away at the time, and negotiations were led by a varied and, frankly, a motley crew. They achieved practically nothing...



The AC period, following Ramaphosa’s return and his assumption of the leadership of the African National Congress delegation, marked a total change of approach. The negotiations were left nameless, things called “technical committees” emerged, and most of the discussions were held in public. The talks came to a series of resolutions that ultimately just barely satisfied all sides — in short, an almost inconceivable masterpiece of negotiation and conciliation.
