Economists urge review of BEE

A R4-billion-a-year subsidy to help young people get into the job market is among 21 far-reaching proposals by a panel of international economists hired to advise the government on achieving faster growth.

The 20-member panel, known as the Harvard Group, also urges Finance Minister Trevor Manuel to continue running the budget surplus that enrages his leftist critics, and proposes a radical review of black economic empowerment.
