Harvard group suggests ways to make BEE live

The question of whether black economic empowerment (BEE) is a growth catalyst is the topic of a report by the Harvard University-led international group of economists, whose recommendations were released last week.

The BEE report approaches the issue with reference to theoretical literature on economic and organisational structures. This literature argues that structures reflect values and influence patterns of behaviour, empowerment and opportunities for growth.
