Local content integrated into SA's new preferential procurement rules
South Africa's National Treasury released revised preferential procurement regulations on Thursday, opening the way for the designation of sectors from which government departments and State-owned enterprises (SoEs) should buy only locally produced goods, services and works.
The Department of Trade and Industry has been tasked with designating the sectors and stipulating minimum local-content "thresholds", in line with its Industrial Policy Action Plan (Ipap), which aims to leverage government procurement to stimulate job creation and industrial development.
