SA to realign empowerment rules to combat fronting, boost local content

Black economic empowerment (BEE) has come under increased scrutiny over recent months.



There is much criticism from all quarters, with many viewing it as a reward scheme for individuals connected to the ruling party, leading to the creation of a new 'elite'. Others have lamented the fact that it seems that this same elite group is being empowered over and over again, while the majority remain poor and marginalised.
