State tenders are a crucial part of economic empowerment

In February this year, the BBBEE (broad-based black economic empowerment) codes of good practice marked the third anniversary since their gazetting in 2007.



As subordinate legislation to the BBBEE Act, the codes were primarily intended to provide an overarching policy framework for the standardisation and uniform application of economic empowerment across the country. In particular, the codes were a direct response to the narrow benefit of empowerment deals.
